Why is this small spot on my head have weirdish hair?

There is this area on the back left side about the size of maybe quater on the scalp where the hair is really weird. It's wirey, harder, and not soft like other natural hair youd see. Sometimes I pull it out if I run my fingers through it weird and upon inspection, the hairs seem to be containing tiny spilt ends, even split end in the middle of it, and some of the hair gets knotted together and all. Is this a genetic defect? Ive always have had this tiny spotch of weird hair, though its barely noticable.Why is this small spot on my head have weirdish hair?
It's genetic. My friend has that in her family. Even the babies. The rest of their hair is fine but they all have one patch that gets tangled and feels slightly coarser than the rest.
